DataCrunch, working with the Republic of Latvia and investors, has expressed interest to the European Commission to construct an AI GigaFactory. This proposal builds on DataCrunch’s expertise in providing high-performance and 100% green-energy GPU infrastructure at scale.

The AI GigaFactory (AIGF) is a sovereign, large-scale compute infrastructure initiative designed to position the European Union (EU) at the forefront of global artificial intelligence innovation. DataCrunch Oy is the technical partner, with a proposed plan to host the AIGF within the Baltics and Nordics to deliver a world-class, high-density GPU cloud platform optimized for the training and deployment of next-generation AI models across scientific, industrial, and public domains.

Establishing Sovereign and Scalable AI Infrastructure

One of the key objectives of the proposal is to establish a sovereign and scalable AI infrastructure platform capable of supporting foundation models at the scale of hundreds of trillions of parameters. It will enable compute-intensive research and development within a regulatory environment that reflects European ethical and legal standards.

The project aims to ensure secure and energy-efficient access, powered by up to 100% renewable energy, for AI compute for startups, academic institutions, public bodies, and private sector innovators – all while fostering the development of AI models across Europe, including in domains such as healthcare, energy, climate, and the public sector including dual-use defence workloads.

What Sets This Proposal Apart

This proposal emphasizes reliable architecture, AI-specific infrastructure, EU governance, renewable energy, and long-term commercial viability.

The AIGF will deploy more than 100,000 AI accelerators (e.g., NVIDIA H200-class, B300-class, GB300-class GPUs and successors), favoring AI-specific infrastructure rather than generalized HPC. This architecture supports distributed model training and inference across GPU clusters while providing trusted compute environments for sensitive applications and ensuring full compliance with EU data governance and cybersecurity frameworks.

Furthermore, a multi-layered service delivery model spans Infrastructure-as-a-Service (IaaS), Compute-as-a-Service (CaaS), Platform-as-a-Service (PaaS), and Model-as-a-Service (MaaS). Such a delivery model ensures catering to the diverse needs across target user groups: startups and SMEs, public research institutions, commercial, and public sector institutions.

Leveraging Operational Excellence in World-Class AI Infrastructure

As a technical industry partner, DataCrunch will oversee the AI GigaFactory’s technical architecture, operational planning, deployment, and lifecycle maintenance. DataCrunch will also serve as the principal liaison with EU institutions, regulatory bodies, and cross-border initiatives such as EuroHPC.

This strategic role builds on the demonstrated operational excellence of DataCrunch, as its services were recognized with a Bronze Medal ranking by industry analysts at SemiAnalysis in March 2025. This recognition matched that of Google Cloud Platform and surpassed more than 100 other providers, underscoring DataCrunch’s technical leadership in large-scale AI infrastructure and its global operational maturity

Backed by Mutually-Aligned Partners

The conceptual project has been developed through close collaboration with Latvian authorities, through the Investment and Development Agency of Latvia (LIAA) and the Ministry of Economics, with valuable input from LIAA’s Finland office. Several working meetings with Latvian officials have taken place to align the initiative with national and EU priorities.

The initiative also involves a growing network of supporters, including the University of Latvia, Riga Technical University (RTU) as well as investors byFounders, Skaala Capital, and Macquarie Specialised and Asset Finance. The Latvian Information and Communications Technology Association (LIKTA) is also supporting the initiative through sector coordination and policy engagement.
